Enterprise Management Operations Controller (EMOC)
The National Polar-Orbiting Environmental Satellite System (NPOESS)
program is seeking a highly motivated Enterprise Management Operations
Controller to provide operations support for the NPP/NPOESS missions at
the new NOAA Satellite Operations Facility (NSOF) in Suitland, Maryland.
The NPOESS program is developing the next-generation weather satellite
system. Raytheon is developing, operating and sustaining the Command,
Control, and Communications Segment (C3S), the Interface Data Processing
Segment (IDPS), and the Field Terminal Segment (FTS).
Job Description:
Monitor all NPOESS ground and space resources that are required to
receive and process NPOESS mission and satellite data to includedata
from receptors (NPOESS era), ground stations, data routing & retrieval,
mission management center and interface data processing /Command,
Control & Communication (C3S) systems at the centrals. C ollect and
validate status from the distributed enterprise management functions and
direct reconfiguration activities, as needed, for the overall system.
Serve as the primary interface with the IDPS Operators at the Centrals
and may provide mission direction when needed. Additional duties and
responsibilities include:
- Ensure all planned spacecraft objectives are met, and if not, implement
contingency plans in order to meet them.
- Write, track and report work requests.
- Authorize manual and emergency command activities after coordination
with the Sr. System Engineer.
- Maintain and validate shift logs.
- Coordinate periodic inspection and maintenance of ground station and
receptor equipment as scheduled by logistics support.
Until the NPOESS Preparatory Project (NPP) spacecraft launches, the
Enterprise Management Operations Controller (EMOC) will nominally work a
Monday through Friday day shift position. After launch, this position
may involve working rotating shifts in order to support 24/7 mission
coverage.
On duty, the EMOC is the senior on-line position and provides direction
to the Satellite Controller (SATCON) and the IDPS Operator.
Additionally, the EMOC acts as back-up for the Mission Planner. The
EMOC reports functionally to the Operations Director.
The EMOC, along with the SATCON are the two primary crew operators at
the MMC. The EMOC also identifies and reacts to all ground equipment
problems/anomalies in order to restore mission capability in a timely
manner.
Required Skills:
- 6-8+ years demonstrated engineering experience with proven track
record.
- Bachelor's degree (or equivalent experience) in Aerospace Engineering,
Systems Engineering, Electrical Engineering, Computer Science,
Mechanical Engineering, Physics, or Math.
- Ability to establish and maintain good working relationship with all
levels of the organization including other IPTs and external
organizations.
- Strong system engineering/analytical/problem solving skills in a team
environment.
- Demonstrated ability to translate and organize complex technical
information into understandable pieces.
- 4+ years of satellite operations team member experience.
- Strong teamwork and interpersonal skills.
- Excellent written and communication skills.
- Demonstrated self-starter - proactive in determining goals and
objectives and pursuing the necessary course of action.
Qualified applicants must meet minimum qualifications for access to
classified information. U.S. Citizenship is required. Applicants must
also be able to work rotating shifts.
Desired Skills:
- Working knowledge of NPOESS C3S SIs.
- Demonstrated exceptional competence in technical writing.
- Demonstrated software scripting competence.
- Experience with command and control, ground operations, mission
planning, flight dynamics, and enterprise management systems.
- Experience with space vehicle command and telemetry concepts and
operations.
- Working knowledge of Microsoft Word, Visio, and Excel.
- Working knowledge of CECIL.
- Working knowledge of Eclipse and Equinox.
- Existing government-granted security clearance.
